En begravelsesferd på vei til en landsby møter fiendtlig innstilte landsbybeboere. Det viser seg at den avdøde var en informant for regjeringen som informerte landsbybeboerne om deres kommunistiske aktiviteter. Filmen skildrer menneskelig opportunisme i en borgerkrig og hvordan politisk ideologi brukes for å kamuflere tidligere konflikter og for å hevne seg på sine fiender. Filmens tittel viser til en av karakterenes overbevisning om at mennesker forvandler seg til stjerner etter døden og er dermed tilstede også etter døden. Filmen skildrer den koreanske borgerkrigen på en lavmælt måte gjennom landsbybeboernes øyne og langt unna storpolitikk og kald krig. Stjernene over Kwisong er en ukonvensjonell og meditativ film som tar for seg hvordan grådighet, vold og opportunisme tærer på et lite samfunn, hvordan folk vender seg mot hverandre og hvilke spor disse hendelsene etterlater seg.

A burial procession encounters hostile villagers as it docks, bringing back old grievances and wounds from the Korean War. To the Starry Island shows how a civil war uproots and divides a close-knit rural society and the human capacity for violence and exploitation in an unconventional and muted way.
